Painful around the armpits and cut into arms

I am not sure if it's the size or the style of this bra but it was so painful to wear and put on. The wire hits so high in the arm/armpit area and it was painful around the sides as well. I couldn't even use it and had to return it. Part of me wants to try a smaller size (maybe the cups were too big??) but this is the size I normally wear. This or a 38 D. So I am conflicted.
